Charges filed in hit-and-run death case

A 24-year-old Milwaukee man was charged Thursday with striking another man with his car during a fight outside a Milwaukee bar last weekend and dragging the victim to his death.
Meng Her was charged with second-degree reckless homicide and hit-and-run involving death in the killing of Branden S. Norfus, 26.
According to a criminal complaint filed against Her:

Norfus' brother told police he had pulled up to the bar to pick up Norfus when he saw several men jumping on Norfus.

A shot was fired from a gun at some point during the fight.
Norfus' brother and a second witness told police Norfus was struck and knocked to the ground by a red Honda. They said Norfus was then hit by a black Volkswagen Jetta and became stuck under the vehicle.
Norfus was dragged about a quarter of a mile before he became dislodged from the Jetta. He was pronounced dead at the scene.

A homicide detective went to Her's home in the 2800 block of N. 55th St. and found damage and blood on a black Jetta parked outside.
Her was arrested and told police he had been jumped by several men during the fight and left when he realized someone had a gun. He said he felt a bump as he drove from the bar but didn't realize he had dragged someone until he arrived home and saw the damage to his car.
Her said his girlfriend, who was a passenger in his car, later told him she was yelling at him while he was driving, trying to tell him that his car was dragging Norfus.
Her told police he remembered his girlfriend yelling at him, but "it was not sinking in," the complaint says.
Her's lawyer, Michael F. Hart, said in an interview that Her was a victim during the fight.
"He was the victim in the bar, and in his haste to leave the scene to get away from a bad situation, there was a tragic accident," Hart said.
Milwaukee County Circuit Court Commissioner Laura Gramling Perez set Her's bail at $10,000 during Her's initial court appearance Thursday, court records show.
Prosecutors have appealed the bail nfl apparel ruling, Assistant District Attorney Mark Williams said.
Hart said the bail amount is appropriate.
A hearing regarding the bail amount is scheduled to be held Friday, Williams and Hart said.
